Jan Kamer is a senior international water infrastructure and climate resilience specialist with more than 35 years of experience in water supply, wastewater, urban drainage, flood risk management, nature-based solutions and integrated water management.
He has worked across Europe, Asia, the Middle East, the Caribbean and Oceania, supporting public utilities, private developers, development banks and international organisations on technically complex water and urban infrastructure projects. His experience includes assignments financed by organisations such as the Asian Development Bank, World Bank, KfW and NEFCO.

Climate-Resilient Urban Infrastructure – Bangladesh
Clients: ADB & KfW
Jan has led and supported several major climate resilience and urban infrastructure assignments in Bangladesh, including the Urban Climate Resilient Infrastructure Programme and related feasibility studies for towns affected by flooding and waterlogging. The work included drainage improvements, flood risk assessments, climate vulnerability mapping, nature-based solutions, stakeholder engagement and investment planning.

Nusantara City Nature-Based Solutions Study – Indonesia
Client: ADB – Year 2024
For Indonesia’s new capital city, Jan advised on resilient water management and nature-based solutions. The assignment included identification of climate impacts, assessment of NbS measures, investment screening, stakeholder workshops and preparation of project concepts for sustainable urban water management..

Sibu Cloudburst Master Plan – Malaysia
Client: Sarawak State– Year 2024
Jan acted as technical water lead for a sustainable urban drainage and flood resilience master plan in Sibu, Sarawak. The study assessed flood risk using integrated hydraulic modelling and considered blue-green infrastructure, storage ponds, wetlands and conventional drainage improvements.

Urban Drainage Pumping Station – Khulna, Bangladesh
Clients: KfW/KCC
As team leader, Jan led a feasibility study for a drainage pumping station in Khulna, where high river and tide levels contribute to urban flooding and waterlogging. The work included concept design, pump configuration, operational assessment, cost estimation and environmental and social considerations.

Sponge City & Sustainable Drainage Projects – China
Clients: ADB & Zhenjiang Municipal Water Conservancy Bureau
Jan has worked on several sponge city and sustainable drainage initiatives in China, including drainage master planning, NbS concepts, detention systems, bioswales, infiltration measures and phased investment plans.

Punggol Serangoon Water Supply Scheme – Singapore
Client: Public Utilities Board
– Years 2003 – 2009
Jan served as design manager for a major integrated water supply scheme in Singapore, including dams, raw water pumping, large-diameter pipelines, water quality assessments and climate-related flood considerations. The project had a construction value of approximately USD 200 million.

Strategic Water Storage Reservoirs – Dubai, UAE
Client: Dubai Electricity & Water Authority
– Year 2012
Jan led civil design and tender preparation for large strategic water storage reservoirs in Dubai with a total capacity of approximately 545,000 m³, including hydraulic modelling, multidisciplinary coordination, specifications and tender evaluation.

Water Recycling and Wastewater Infrastructure – Singapore & Trinidad and Tobago
Client: National Gas Company & Downer, Australia
Jan has extensive experience with advanced wastewater treatment and water recycling projects, including large-scale DBO and bid design assignments involving membrane filtration, reverse osmosis, UV treatment, pumping systems, performance specifications and procurement support.
